In a large skillet, heat olive oil over medium heat. Add minced garlic and sauté for 1-2 minutes until fragrant.
Add tomato sauce, heavy cream, salt, black pepper, and red pepper flakes to the skillet. Stir well and let simmer for 5 minutes.
Fold in the cooked tortellini and sprinkle with grated parmesan cheese and chopped fresh basil. Toss gently to coat.
Serve warm garnished with additional parmesan and basil if desired.
