Instructions
Preparation Steps
Preheat the oven to 350°F (175°C).
In a large bowl, combine ground beef, bread crumbs, egg, ketchup, garlic powder, salt, and pepper. Mix until well combined.
Press the meat mixture into a greased 9x13 inch baking dish.
Spread mashed potatoes evenly over the meat layer.
